Technically it's male, if you define the females as the ones with eggs. But you could define females as the ones giving birth. I wonder if the "males" exhibit typical male behavior. If there is a significant difference between male and female seahorse brains as there is in humans. If they would inherit those differences from their ancestors and if their brains evolved to reverse the roles.
